In the village of Chlststovice in Kutná Hora, seven hundred inhabitants will repeat the elections. The regional court ruled in Prague. Courts have already hit the election results in many cases, but have just redistributed their mandates. Chlestovice are the first to repeat elections because of electoral fraud. But only in one of the two electoral districts – in the second there were no inconsistencies.
Six local officials discussed with the court, stressing that two committee members urged citizens to vote in a portable urn although they did not request it. The applicants also pointed out that those who did not really vote were on the voter list, such as those who voted.
The Court found that at least seven people were mentioned as voters, who said they did not vote at all or were not obviously in the village. For example, a woman who is not in search of the police and her place of residence is not even a member of the family.
"Although the court can not ascertain with certainty how many voters have been voted and which of the candidates have these voices, there is no doubt that the outcome of the elections has been substantially hidden, because the results obtained by the Election Commission 1 do not prove that the voters , in a court order.
Because it was a relatively large number, it probably influenced the division of mandates in the district. The court acknowledged that it was impossible to determine whether and who helped her.
"At the same time, there are reasonable doubts about the participation in elections of other people on the list of elected elected councilors, but nobody is seen in the polling station and is not on the list of people who have elected to the ballot boxes portable vote, "the court said.
The village elections won 33% KSČM, which won 5 out of 15 mandates. However, 38% of the Association of Independent Candidates of Associated Deposits was granted in this district. In the second district, however, the association only gained less than five percent of the vote.
According to the court, two members of the District Commission, who went to a porter's post, are in charge. However, only those who have requested this portable urn may vote according to the rules. However, it turned out they allowed not only to vote for a number of people who met, but also some voters seemed to think.
They both swallowed in front of the court to say what was going on. One of them, however, admitted that she had also dismissed her brother-in-law. "It is almost impossible to believe the versions by which these members of the constituency commission try to explain the sudden participation of some citizens in the elections," the court said. The polls even referred to the police, who, at the request of the court, heard some voters and members of the district commission.
A dead woman on the list
The Court concluded that the aforementioned commission members falsified the voter list. "There is, of course, a further and unpredictable situation, so inadequate and with many mistakes, a list of voters who were supposed to ask for the vote in a portable electorate box," the court said, pointing out that the amended name had been female for several years death.
The Court had no doubt that the two members of the committee were responsible for this. "The fact that the manipulation of ballot papers or the exercise of the voting rights on behalf of the two members of the committee is also evidenced by the fact that several versions of voter lists have been created, which should have mastered the fact that it was voted for citizens who apparently do not live in the village for a long time and can not even be contacted, "the court said.
