A company director for alleged bribery told his business partner that he did not keep the proceeds of the drinking and karaoke sessions he had taken to the former general council director.
Chia Sin Lan, 63, also gave instructions to keep notes in a handwritten register of these vague expenses so the authorities could not easily find out about them, said yesterday Tay Eng Chuan, his partner.
An entry on May 18, 2015, for $ 3,700, for example, would have the letters "F" and "V" next to them.
Mr. Tay said that "F" indicated flower or pine garlands that were bought for KTV singers as tips for their good performance, while "V" means Victor or Wong Chee Meng, the former GM of Ang Mo Kio Town Council.
Both Chia and Wong, aged 58, are being tried for a total bribe worth over $ 107,000, which Chia gave to Wong for nearly two years.
This was in return for promoting the business interests of Chia – 19-ANC Enterprise and 19-NS2 Enterprise – who worked for urban councils such as repair and redecoration.
On the first day of the second installment of the State Court tribunal, Mr. Tay, the former director of 19-NS2, took a stand and was questioned about his relationship with Chia.
Mister. Tay said he and Chia kept together and signed a handwritten record, summing up the funds and spending received by 19-NS2.
Mr. Tay said that Chia will ask for expenses by showing his drinks bills and "suspending the flowers."
Deputy State Councilor Jiang Ke-Yue asked him where these receipts are kept. Mr. Tay replied that most receipts were lost and Chia told him to "destroy" them.
The court also heard about Christmas New Year's Eve meals that in 2015 and 2016, Mr. Tay participated on two occasions at Chia, Wong and other business associates.
Mister. Tay said he met Wong's mistress, Xu Hongmei, at the end of 2015. Among the 54 accusations against Wong, three involve remittances worth $ 30,600 abroad, which Chia given her, on Sunday, to Mrs. Xu, who is from China.
Mr. Tay said that Wong first referred to Ms. Xu as a "distant relative," but at a KTV session he noticed that Wong would "hug, kiss and touch her" in front of others.
He also said that the Super Star KTV hostesses in Newton were very friendly to Wong and a year later to Chia.
"I thought they regularly patronized this place," he added.
Prosecutors have withdrawn yesterday a single complaint from Chia and Wong. This was for a hotel stay at Fragrance Hotel worth about $ 35, which Chia would have paid for Wong. Like Wong, Chia also has 54 accusations.
